Cases Heard Before the Honorable Judge Thomas B. Hoxie


Hearings were held before the Circuit Court of Barbour County on January 24, 2024 where the Honorable Judge Thomas B. Hoxie, Circuit Judge of the Nineteenth Judicial Circuit heard the following cases listed below.


Prosecuting Attorney Andrew Lynn Phillips appeared before the Court to present the following criminal cases:


Twila Virginia Biller appeared and plead guilty to one count of Possession of a Controlled Substance with the Intent to Deliver (Methamphetamine). The defendant waived a presentence investigation. The defendant was sentenced to a term of not less than one nor more than 15 years in the West Virginia Penitentiary. The defendant was represented by her attorney, Gregory Michael.



Esker Neal McCauley appeared and plead guilty to one count of Failure to Provide Notice of Sexual Offender Registration Changes, First Offense. The defendant waived a presentence investigation. The defendant was sentenced to a period of not less than one nor more than five years in the West Virginia Penitentiary. The Defendant was represented by his attorney, Ira Richardson.




Chelsea McGee appeared and plead guilty to one count of Possession of a Controlled Substance with the Intent to Deliver (Methamphetamine). The Court ordered a presentence investigation. The defendant was represented by her attorney, Gregory Michael.
