Philippi Moves Forward On Major Main Street Infrastructure Projects

The City of Philippi is taking proactive steps to address two significant infrastructure initiatives that will converge on Main Street, selecting a familiar engineering firm to helm the design phase. The city has chosen EL Robinson to lead the planning for a substantial water line replacement project spanning from Sheetz to Walgreens, a move that aligns with the firm's existing work to separate the city's storm and sanitary sewers as mandated by the WV DEP.
The decision to combine the engineering for these two projects under one company is a strategic one, driven by a desire for efficiency and minimal public disruption. By tackling both the water line replacement and the state-required sewer separation simultaneously, the city aims to tear up the Main Street only once, avoiding the need for two separate, disruptive construction phases.
City is committed to keeping the community thoroughly informed. City Manager Jeremy Drennen stated that strong communication and clear planning will make all the difference for residents and businesses, ensuring they are not caught off guard by any construction impacts.
The immediate next step involves EL Robinson preparing a Preliminary Engineering Report to finalize the project's scope and determine its total cost. The city has stated that aggressively pursuing grant funding will be a critical follow-up, as maximizing outside funds will help minimize the amount borrowed and lessen the eventual impact on customer water rates.
While many specifics remain undetermined, Drennen emphasized that the process is still in its early stages. Formal timelines and cost estimates will be established after further meetings with the engineering team. He acknowledged that some service interruptions are inevitable but sought to reassure the public that any water shut-offs would be brief, lasting hours rather than days, and that affected parties would be notified well in advance.
