Cases Heard Before The Honorable Thomas B. Hoxie

Hearings were held before the Circuit Court of Barbour County on December 15, 2023 where the Honorable Judge Thomas B. Hoxie, Circuit Judge of the Nineteenth Judicial Circuit heard the following cases listed below. Prosecuting Attorney Andrew Lynn Phillips appeared before the Court to present the following criminal cases:

Ashley Deanna McMannis appeared and plead guilty to one count of Possession of a Controlled Substance with the Intent to Deliver (Methamphetamine). The defendant requested a presentence investigation and the matter was continued pending completion of the report. The defendant was represented by her attorney, Michael Safcsak.

Zachary Talon Rosier appeared and plead guilty to one count of Strangulation, one count of Grand Larceny, and one count of Violation of a Domestic Violence Protective Order (Misdemeanor). The defendant waived a presentence investigation. The defendant was sentenced to a period of not less than one nor more than five years in the West Virginia Penitentiary for the offense of Strangulation. and to a period of not less than one nor more than 10 years for the offense of Grand Larceny. Said sentences were to be served consecutively. The defendant was sentenced to time already served for the misdemeanor offense. The defendant was represented by his attorney, Jordan West.

Joseph Michael Meadows appeared and plead guilty to one count of Fleeing in a Vehicle with Reckless Indifference to the Safety of Others. The defendant waived a presentence investigation. The defendant was sentenced to a period of not less than one nor more than five years in the West Virginia Penitentiary. Imposition of the sentence was held in abeyance and the defendant was placed in the Barbour County Community Corrections Program. The defendant was represented by his attorney, Michael Safcsak.

Arraignment hearings were held for Jeffrey Lynn Morris, represented by his attorney, Ashley Smith, Christopher Pitman, represented by his attorney, Jay Gerber, Kevin Dale Poling, represented by his attorney, Dennis Kittle, and Eunice Marie Reed, represented by her attorney, Dennis Kittle.
